Gambling has long been an activity available to residents and visitors of Ireland. For many years, the country operated based on outdated laws such as the Gaming and Lotteries Act 1956 and the Betting Act 1931. A new law was introduced around 2007 to rework the gambling laws, and it would take until late 2022 for the legislation to be approved.

In the past, the betting industry was self-regulated. Over the past two decades, as online wagering has grown and new products emerged, the need for regulatory and legal changes has also grown. Because of this, new legislation was introduced. The Gambling Regulation Bill was designed to protect players, along with problem gamblers and young people. Gambling is defined across all platforms with the bill, be it casinos, online, or sports betting.

As of 2022, Ireland is appointing a seven-member group known as the Gambling Regulatory Authority of Ireland to be in charge and regulate the industry. The group will oversee the licensing process regarding online gaming and land-based facilities. The individuals will be in charge of ensuring the industry is operating correctly with player protection in mind.

Companies with licensing will need to follow specific rules and regulations to remain in operation in Ireland. This includes rules regarding advertising, marketing, sponsorship, and promotion. The regulator also has the right to deal with companies that are not licensed in Ireland. Any company found to be in breach of the country's laws, and regulations can be blocked.

The regulator can file an injunction with the court to see the Irish Internet Service Provider block the site from the country. This will ensure that players can no longer access that provider and are no longer a threat to consumers.

Offenders can face millions in penalties for regulation breaches or a 10% takeover. In extreme cases, prison sentences may be handed down. This would occur in cases involving children that were not protected from gambling.

The industry is heavily restricted when it comes to gambling advertising. Individuals must opt-in for advertising, and clubs with juvenile members cannot be connected to betting company sponsorships. A prohibition is also in place for incentives such as free bets or credit, hospitality, or loyalty treatment.

Credit card betting is also not allowed, similar to what the UK has in place within its regulations. The thought process is that if credit cards are used, it will create more unwanted debt for consumers. Players cannot rack up high amounts of credit using other methods due to losses.

Ireland will now include a Social Impact Fund to provide funds for education, awareness, and treating problem gambling needs. A new national exclusion register is also available to help individuals opt out when needed. Every licensed provider in the country must ensure that any gambler on the list cannot access services. Players can place their names on the list if they require a break due to problem gambling issues.
